3. Explanatory Statement. The Purpose of the Draft SEPP is to allow mixed use high density development zones to be established in areas of existing infrastructure ,urban services, transport , energy and water .For urban redevelopment to occur with integrated spacial provision aimed at holistically servicing the communities spacial needs for Housing specifically low cost rental accommodation , retail premises and spaces for work and employment opportunity and commercial spaces for offices and professional services. Services spaces allowable occurring across the broad definition of town center use to, parks and recreation facilities. The SEPP focusing on mutually supportive spacial provision and its necessary functional linkage for efficient cost effective living and land usage. It is intended that The SEPP High Density Mixed Use - form the precedent superior local regulation working subject to the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 2000 and the Building Code of Australia 1990. LEP’s and DCP’s are to be superseded by this SEPP facilitating industry clarity and ease of use of the Planning Law and the process of approvals uniform for NSW. 3 Aims of Policy The aims of this Policy are as follows: (a) to establish zones for developing sites as high density mixed use precincts, (b) to facilitate the orderly and economic development and redevelopment of sites in and around High Density Mixed Use zones, (c) to facilitate delivery of the objectives of any applicable government State, regional or metropolitan strategies connected with the renewal of zones and urban areas that are accessible by public transport. (d) to plan for and ensure adequate mixed use spacial supply for the population as the responsibility and obligation of public bodies to ensure provision of favorable life and living conditions. (e) to establish the right of the population to adequate, affordable housing. (f) to provide for human activity by the systems of engineering, transportation ,and social infrastructures. (g) to minimize bureaucratic development controls and create an efficient development and approvals process, (h) to ensure life safety and acceptable development standards.
