Concept- The lack of context, because the site location is on the ocean, makes the program a strong part of the concept. The program necessities to define the volumetric boundaries of the construction, and by gathering all the necessities in a unique volume ,in this case a cube, we gain the best possible ratio of surface /volume.

In order to gain a good distribution as well to fulfill the needs of the program, the volume is been divided on his diagonal. By doing so a separator filter is created by distinguishing the opposite functions and at the same time creates a plaza between the two structures. The square creates the possibility of a clearer perception of all structures and also creates an “urban vision” where such a concept does not exist.

The volume that hosts the temporary prisoners, in its upper part summarizes the recreation area, which is sliced with an inclined plan to allow exposure to light of the rooms that are located in front of this structure and at the same time create a clear vision in the recreational area culminating in an open theater for gatherings or screen projections .In this mode the recreational activities are better monitored by the watchman. All these recreational functions and the two volumes are wrapped by a promenade which merges all functions and lasts walkability.

Strategy- Such structures have a high financial bill for the construction and especially for maintenance, therefore economic and energetic autonomy would be advantageous, therefore, we propose a band of functions and services that serves even as an access to the structure.

This band thanks to eco-technologies is used to supplies power to the structure and gives agricultural products. But in this band is located also the body of the factory and marine laboratories that have their own autonomous administrative structures. This plant can be in the ranking of maritime industries such as: processing and packing of fish, etc… Laboratories can be rented from the Universities of marine sciences. These factories can be considered tax-free zones to stimulate business and fully meet standards for job retraining programs for convicts.

Design and structure- We have two aces points due to aircraft. The entry for visitors or staff of the factory is disconnected by passing down the main platform base and the points of contact with the rest of the prison are 2 and controlled. The entry of the prisoners is controlled through a high security point and then goes to the structure of prisons.

Cells are thought to be prefabricated shaped unit and only mounted in the structure so that can be added without the need of interventions in the structure. Cells are located around the atrium for a better control. The structure is metal trusses systems with double T elements and all prefabricated and assembled at place. Technology is the same used for ocean oil platforms.

Sustainability- The materials will be recycled by such structures out of function. As we mentioned function band will work as renewable energy farm. In the deck of the band through the greenhouses can be obtained vegetables or plants for the production of biofuels.

The position where it is supposed to be made construction is 20km from the western coast of New Zealand because of the high level of the tides of which we could make use of Tidal Energy. In the upper deck of the band we can use wind and solar energy. The combination of these eco-technologies fulfills the energetic needs of the structure.
