Within the designed landscape as a whole seafront the Congress and Convention Center is proposed as a flexible building, as a rail where can be aggregated or disaggregated parts that integrates different uses. This scheme allows to fix flows and circulations in the spine of the building, and also to plug workspaces to the main circulations.
Topography is used to insert a basement floor plan of "dirty" facilities as restoration, commercial, etc. And a "clean" first floor of programmatic uses as offices, information, sponsors, etc.
The galleries acquire, for its size, an exhibition value (stands, sponsors, etc..), and are ligated to the areas of lower ground floor to stay outdoors (bars, shops, etc..).
The Congress Center project turns therefore on two main ideas, mixing uses inside the building and camouflage the building in the landscape.
